Fiscal quarters depend on the fiscal year.
A fiscal year can start whenever the company decides it starts. Some pick calendar years as their FY, others pick some other dates. The company I work for uses June 1 - May 31 as their fiscal year. The corporation that I'm on the board of directors uses July 1 - June 30. Obviously each quarter is in 3 month time periods and start from the beginning of the fiscal year.

We're on a calendar year, so our runs 1/1 to 3/31, 4/1 to 6/30, 7/1 to 9/30 and 10/1 to 12/31. That's typical of a financial services company, but it's not a rule. If I remember right, Markel's year runs 7/1 to 7/1.
Like Cyn said, the company can do whatever it wants.
