In a guy in Mexico was tired of thugs breaking into his shop so he came up with this idea. lol

Deja vous. I had a Golden Retriever that needed to be trimmed for the summer because we lived in the country and ticks were abundant plus he needed to be cool as we lived in the south. I asked the groomer "not to shave him totally"...meaning "not to shave too close". But she obviously interpreted it in another way so when I picked him up he looked just like your pic in the link.

Such cruelty to animals.
