Cant remember name of arcade game - Tilted Forum Project Discussion Community

It was an arcade game. In it you played a spy and you were trying to stop these bad guys that kind of looked like KKK members. I remember the guys having a pointy hood and being in various colors. Another feature that sticks out in my mind was the way your character vaulted over railings. It was very realistic for the time the game was made. I know this isn't much to go on but any help would be appreciated.

This was one of my favorite NES games.... but Elevator Action was pretty cool too....
