Yeah this is everything you mentioned and more.
You can play a game of chess on it against a chess engine OR you can follow old games with comments and notation. If you get a subscription (I have one) then every couple of months you get a CD-ROM filled with games, tactics and opinions. This program is like owning an encyclopedia on Chess but you can have various other training tools other than just looking at old games. Chessbase is a huge program and it's hard to talk about every aspect. I would recommend some of the tactics training programs if you get it -like "Killer Moves" and "The ABC's of Endgames". I dumped a lot of money into this and probably spent over 2 grand on everything.
