Alright I'm in my dorm, but I can't fucking play any counter strike or and online games! NO!!!! someone..please..help me!

Sounds like they've got an upload cap or something... Best bet would be to get one of those free 56k internet services and use that. Sure, you'll be an HPB, but it's better than nothing.
