That doesn't seem like a bad idea, but then that means that i would have to open up most of the junk mail that i get. You can usually tell credit card offer from the envelope/sender when you get it (even the ones that look like normal mail).

I've been doing this for a couple of years now. Its a good way to get rid of junk mail and the best part about it is that the credit card company gets charges by the USPS for that piece of mail.

I've always crammed as many pieces of trash as possible into those prepaid envelopes to make it as heavy as possible. There's always another asshat company's junk in the mail in a few days, so it never stops. Try putting rocks and other heavy shit in there that you find on the side of the road. Also, put crushed aluminum cans in those envelopes and duct tape them shut. Yaay fun!
