What is the point of this forum? Has it ever been used?

Since joining up, I've never seen it used. Ever.

What was its original intention?

I asked Hal about this. He said it will be used when he has something important to ask about the forum. So basically when Hal DOES decide to put something there, we should all get over there and read it.
