There's always going to be some heartless bastard that's ready to exploit any tragedy for personal gain. Lock him up in a cell that's placed smack in middle of Ground Zero, prop open his eyelids with toothpicks and force him to watch continually rotating photos of <b>actual</b> victims, on a movie screen. One day for every dollar swindeled.
