I can't imagine putting myself in that situation, much less having the wherewithal to cut my arm off. I imagine I'd be in a state of extreme immobilizing shock, unable to do anything for quite some time.

If there was a device to kind of "do it for me", and I was desperate enough, then yes. I couldn't do it myself. But press a button - well once it's done there's no going back, even if you do reconsider.
