Just think, we wouldnt know what he looked like if he just had the brains to put a black box over his face.

If he had brains, why would he be distributing pictures of the crime in the first place?

I don't recognize him, and I'm glad I don't. Cause I really don't feel like spending time in prison for beating a someone to death.

Edit - I read the article a little closer and realized they had said the pictures were taken in Cambodia and Vietnam, I was just wondering if anyone knew the laws from those countries to establish whether or not the actions in the photos are illegal where they were taken or if this a case of trying to enforce a law that doesn't exist in that country.

LYON, France – INTERPOL is making a public worldwide request for assistance in identifying a man photographed sexually abusing children in a series of images posted on the Internet, the first time the organization has made such an appeal.

Although the original photographs had been digitally altered by him or his accomplices to disguise his face, specialists from the Bundeskriminalamt (BKA) in Germany working with INTERPOL’s Trafficking in Human Beings unit have been able to produce an identifiable picture.

Despite extensive global efforts to identify and locate this individual through INTERPOL’s network of 186 National Central Bureaus and specialist units, the man’s identity and nationality still remain unknown.

'For years images of this man sexually abusing children have been circulating on the Internet. We have tried all other means to identify and to bring him to justice, but we are now convinced that without the public’s help this sexual predator could continue to rape and sexually abuse young children whose ages appear to range from six to early teens,' said INTERPOL Secretary General Ronald K. Noble.

'We have very good reason to believe that he travels the world in order to sexually abuse and exploit vulnerable children and as an 186-member country police organization, INTERPOL is uniquely positioned to co-ordinate this global effort to identify and bring him to justice,' added Mr Noble.

The search for the individual has been codenamed Vico after analysis of the photographs, around 200 in total featuring 12 different young boys, established that the pictures were taken in Vietnam and Cambodia.

'The decision to make public this man’s picture was not one which was taken lightly, but after thoughtful consideration and with the full agreement of experts from INTERPOL’s member countries dedicated to fighting this appalling criminal activity,' said Kristin Kvigne, Assistant Director of INTERPOL’s Trafficking in Human Beings Unit.

'We are certainly not encouraging members of the public to take any direct action themselves, particularly since any positive identification would need to be confirmed by law enforcement authorities but if anyone recognizes this person, or has any information that could help investigators, please contact the police or INTERPOL National Central Bureau in your country.'

The photographs of the man can be seen on the INTERPOL website, www.interpol.int. Any questions, information or comments can be sent to INTERPOL’s Trafficking in Human Beings Unit via the following link http://www.interpol.int/public/thb/vico/default.asp

I saw this in 60 Minutes Sunday. While I thought it great that they could reverse the swirly, I also had to think that this just tips off future assholes.

There are many countries in which it's illegal to cross country borders to have sex with a minor, regardless of the law of the target country. America is one... so if he's American, and left the country to play with little boys, it doesn't matter if it's illegal there or not.

Same thing goes with state-to-state. If you live in a state where the legal age is 18, you can't travel to a state where it's 16 just to have sex with a 16 year old.

Dane Bramage 10-09-2007 09:56 AM

not to mention the distribution of child porn, which obviously he enjoys taking pictures of the acts and then send them to all his sick friends.

Jinn 10-09-2007 10:16 AM

A black box could be reversed in a similar manner, unless it were truly distributed as a true bit-mapped format. The color data would still be there.

I'm gonna have to call bullshit on this, unless your 'true bit-mapped format' is an escape clause allowing you to exclude all digital image produced by photoshop ever, which makes me question what we're left with.

All I did to this image was take the picture, resize it, black it out, and save as jpg (basically what our good pedo friend must have done, except with black instead of twirl). If you know something I don't, go right ahead.

Also, if anyone wants to play internet detective, here's a picture 'censored' the same way to play with...I'm going to try it myself to see how hard exactly it was to 'untwirl'...I'd love to see other people's attempts

ngdawg 10-09-2007 06:36 PM

Simply using Photoshop wouldn't do it. They probably did it almost pixel by pixel.
Quite a while back someone claimed they had 'reversed' a heavily manipulated image I'd done of myself and I didn't believe it until he showed me.

analog 10-09-2007 09:06 PM

It wouldn't be difficult to get the "twirl" algorithm from photoshop, then engineer it to run backwards... the difficult thing would be finding the exact diameter initially grabbed for the effect, and the level... at that point, it was likely a ton of trial and error.

It's reversible. And you can adjust it with a slider, with a real time preview. Just have to experiment with center points and diameters.

dlish 10-11-2007 05:54 AM

i agree.. with the authorities showing the whole world that they are able to reverse this sort of thing, it'd tip the bastards off. what they should have done is just shown the unscrambled pic and asked for help in locating him.

i think the authorities did a huge disservice to the worlds children

Yes but they got to show how clever they were.

Really, really stupid.

They've tried looking for him in secret for ages - they've been unable to make headway, and so have posted these images to the news services of the world.

The problem isn't the images, its how they 'unscrambled' them.

He's in Thailand.

PARIS - A pedophile sought in a worldwide Interpol manhunt has been identified and is believed to be in Thailand, the international police organization said Monday.

The suspect, his face digitally disguised, was allegedly shown sexually abusing young boys in Vietnam and Cambodia in images posted on the Internet.

Police recreated an image of his face from the photos and, thanks to tips supplied by 350 people who responded to Interpol’s appeal for help, identified him as an English teacher who worked at a school in South Korea.

The man's name, nationality, date of birth, passport number, and current and previous places of work have also been established but not released to the media, Interpol said.

Interpol said security cameras captured the man arriving Thursday at Bangkok International Airport from Seoul, South Korea.

Interpol again appealed for public help to track him down now.

“Thailand is at the center of an international manhunt, and authorities in the country, in co-operation with Interpol and police around the world, are hunting him down,” Interpol’s secretary general, Ronald Noble, said in a statement.

'Clear message' via technology
Anders Persson, a Swedish police officer who oversees Interpol’s database of images of child abuse, said last week that releasing the photos sent “a quite clear message” to criminals that they can be identified through Web postings.

He declined to detail how specialists unblurred the photos.

“Techniques are always developing. What is impossible today is possible tomorrow,” he said. “There were several attempts to clear the face ... We are sure that you can’t get better pictures and the people in his neighborhood — family friends, colleagues, whatever — they will recognize him.”

Interpol said 12 different young boys appeared in about 200 original photographs. One picture showed the name of a hotel in Vietnam, but police checks of the guest register turned up no clues, Persson said in a telephone interview. Cambodian police recognized locations in other photos.

Interpol, which is headquartered in Lyon in southeast France, posted four reconstructed photos of the man on its Web site, along with an original image where his face was blurred.

Photos from before December 2004
Persson said he personally had opposed making the photos public because it demonstrated to criminals that police can now unblur pictures. But that consideration and the risk that the man could face public humiliation or even violence now that he is recognizable were outweighed by the desire to protect other children from abuse.

“It was a long discussion,” Persson said. “We can’t just sit here and do nothing. We have exhausted all possibilities within police work to find this man ... This was the last step.”

The photos by German specialists showed a white man who looked in his thirties, with uncombed short brown hair. One photo showed him wearing glasses; in another he was smiling.

The photos must date from before December 2004, when they were found on the Internet, and some were digitally stamped as having been taken in 2002 and 2003, said Persson.

“For years, images of this man sexually abusing children have been circulating on the Internet. We have tried all other means to identify and to bring him to justice, but we are now convinced that without the public’s help this sexual predator could continue to rape and sexually abuse young children whose ages appear to range from six to early teens,” Interpol’s secretary general, Ronald K. Noble, said in a statement.

“We have very good reason to believe that he travels the world in order to sexually abuse and exploit vulnerable children,” Noble added.

Boys have not been located
The 12 boys have not been located, he added. Interpol had already circulated photos of the man to police around the world but failed to identify him.

The man has distinguishing marks on his body that would be enable police to be sure that he is the man in the photographs if he is eventually identified, Persson said. He did not say what these marks were but said they would be “the final proof if he is the right guy or not.”

Interpol asked people who recognize the man or who have other information to contact police or the Interpol bureau in their country. It urged them not to take any direct action themselves.

i still hold firm to the belief that showing the whole world that interpol unscrambled a swirled picture will lead to these bastards not posting their 'swirls' but just deleting their faces.

the fact that the gaffed again by saying he was in thailand i think was another huge mistake if they actually think he is there. gives him more reason go underground...

'Swirled' pedophile suspected identified: Interpol
Tuesday Oct 16 05:43 AEST

Interpol has identified a man it says posted pictures of himself raping young boys in Vietnam and Cambodia, a week after issuing an unprecedented appeal for help.

The suspect was identified as an English teacher at a South Korean school who is now believed to be in Thailand, the International Criminal Police Organization said in a statement, citing information provided by five sources from three continents.

The man apparently remains at large and Interpol appealed for public assistance to track him down.

The suspect flew from South Korea to Bangkok last Thursday, where security cameras documented his arrival at immigration, the Lyon-France based organization said, citing help from South Korean and Thai authorities.

Interpol has also determined the man's name, nationality, date of birth, passport number and current and previous work places, but provided none of those details in its statement.

"Thailand is at the centre of an international manhunt and authorities in the country, in cooperation with Interpol and police around the world, are hunting him down," Interpol chief Ronald Noble said in the statement.

Some 350 people reportedly responded to Interpol's groundbreaking step last Monday of issuing a global request for assistance on its website, along with a picture of the suspect recovered from one of his own images.

"The response and contribution we have had from the public has been remarkable," said Noble, who also praised the media for publicizing the search.

International police and prosecutors are still collecting and analysing evidence to bring charges against the man Interpol has dubbed "Vico."

Public help led to arrest of paedophile suspect: Interpol
Friday Oct 19 14:26 AEST

Tip-offs received from across the globe gave police the breakthrough that led to today's arrest of a Canadian schoolteacher accused of sexually abusing boys in Southeast Asia, Interpol said.

Christopher Paul Neil, 32, was nabbed in Thailand's third-largest city, Nakhon Ratchasima, following an unprecedented appeal from international police organisation Interpol for public help in finding him.

"The fact that we went to the public was the breakthrough," Interpol detective Mick Moran said.

"We are absolutely delighted that this guy has been arrested," he added.

Moran led the global manhunt for Neil, who was identified as a suspect after German special police were able to unscramble digital photos that allegedly showed him having sex with young boys.

Interpol posted a picture of his face on its website and received hundreds of tip-offs from around the world that helped authorities identify him and track him to Thailand.

Neil is accused by Interpol of sexually assaulting 12 boys and posting 200 pictures of the crimes on the Internet. He faces charges in Thailand of sexually abusing a nine-year-old boy in 2003.

i dont thinnk so kadath. cos even if just one paedophile gets away with it now, now that they are aware of the story which was splashed across the worlds media then interpol has done the children an injustice.

its similar to the terrorism cases where there is media blackout as to how evidence was sought, so it should be the same in this case for the better good of the victims or potential victims.
