Yeah, we kind of had some flooding issues here this summer. This video is from Lake Delton (a man-made lake) deciding to re-route itself into the Wisconsin River. This is less than 30 minutes from my house.

looks like local news raw video to me (most non-pros don't shoot that steady, and can't resist yelling "holy shit!" when something like that happens.

The highway dept closed the road because they thought it would wash out (we know this because otherwise he wouldn't have his tripod in the middle of the highway), the station heard the closure on the scanner, and sent a photog to "keep an eye on it."
