What would be the best combo of screen res/refresh rate? Is this just a matter of personal choice?

I really like running my res at 1280 x 1024. But I can only get a refresh rate of 60 hertz, which gives me eye strain. Lower res I can different refresh rates.

also, is a higher refresh rate "better"?

Should I just get a better monitor?
