Nair works.
It can be rather painful if you're not careful, and you may have to go back over it with a razor if you didn't get it all, but it does a pretty good job. Plus, the hair's gone longer than shaving.
If you're wanting something more definite, try waxing.
As for cost efficiency, I'd say that laser hair-removal, although expensive, is cost-effecient in the long run, since you only have to do it a few times, and hair's gone.
