Interesting article. The reporters mention that fundamentalism grow where people are uneducated; I don't understand how this links up with the idea that the Iraqi people are one of the best-educated in the middle-east...
Perhaps an idea is to divide the shi'ite community. Encourage a few clerics, discourage a few others, make them jealous of each other... at the same time, remove them from their power base by installing a secular government that deals with their everyday problems.
It should be quite a task, but I think it could work. I firmly believe that the fundamentalists are but a small sub-group of the entire shi'ite community, just a very vocal one.
