When you pre-ordered Wind Waker for the GameCube in the US you got a bonus disc that had Ocarina of Time, Majora's Mask, and Master Quest. Master Quest was basically a remix of OoT with new dungeons, some stuff edited out, increased/decreased difficulty at parts, stuff like that.

Hold on, your pre-order disc had Majora's Mask on it? Mine only has OoT and Master Quest.
