yes, i agree 100% that the dog should've had identification of some sort & if it wasn't intended to breed, it should have also been spayed.
all i know if one of my dogs had lost its collar & this was my sitation, i'd be losing mind right now.
this also makes me reconsider getting the microchip implants for my 2 doggies. they currently both have ID tags, dog license tag, vacination tags, but... collars sometimes do fall off... now i am concerned about that.
