I refrained from voting but I think the Humane Society rules are good. They have to maintain a timeframe to keep the dogs available for the original owner to find but also need to be able to put the dog up for adoption.
I agree the timing on this is too close for the adopted owner not to return the dog. It also seems strange she was unable to find the dog on earlier visits.
