The thing that got me started this time is

we need to strengthen our ties to democratic allies and to challenge regimes hostile to our interests and values
This, IMO, is open to interpretation. Is it hostile when this regime openly attacks, or merely disagrees with america's principles and values?
How powerful is PNAC anyway? Their name keeps popping up but i'm not clear on their influence...
