I have to disagree with the tone of the responses here. Certainly, some dried secretions(semen) at the tip of the penis will split the stream, but that is an intermittant problem. Tiser states it happens every time he pees, which is not normal. Sounds like urethral strictures to me.
Urethral strictures can be harmful. In severe cases it increases the pressure the bladder must exert to urinate and can cause urinary retension, infections and even kidney damage.
Best bet is to see a urologist. A family practitioner will just refer you as they can't treat this type of problem
I don't mean to scare you, but I really think you should get it checked out to assess the severity of it. Good luck
