The copy of Photoshop 7 that was bought at my job came with a 24 digit serial number on the case (maybe the 25 was a typo?).
Either way I would say that you should give Adobe a call and explain your problem. I would guess that as long as you have proper proof of purchase and provide them with a copy of the case showing an incomplete serial number that they should be able to provide you with a new legit serial number.
