I must be the only one who thinks that they aren't too young.
Is it unsual. Most people certainly think so. But there is nothing unatural, or inherently wrong with it (except they could have chosen a better place). 12, and 14 seem about right for puberty in their respective sexes. They're at the point where they are most curious about the opposite sex. As long as they do so responsibly (condoms, etc.) and consentually, I don't see why they shouldn't have fun exploring their sexuality.
They are human afterall.
