It isn't that Japan doesn't need an army it's because they are not allowed to have one. I believe the terms of their surrender dictate that they cannot have a standing army.
As for the rest of NATO... So the UK, Germany, France don't have significant armies... That's just not the case.
The fact is that no country matches the US on per capita Military spending. They are heads and shoulders above all nations.
