Simple... when a stable Iraqi government is build, set up a national court there.
Put the leaders on trial, with the option of getting the death penalty (unlike the ICC). Then put the normal ba'ath members in front of sort of truth commission like in South-Africa - you need those people to run the country, provided they didn't do too many nasty things.
