Ok I used to have that same problem a while ago. Except mine included a missing Dynamic Link Library error.
I think the second time it occured (when I fixed it) was after I installed a network card. I reinstalled the drivers and it completely fixed it. The first time I didn't have a NIC and also didn't fix it myself. It ended up getting fixed with a format.
