Because he's not a complete idiot, perhaps? You are aware that people pay upwards of $500 for someone to spend 10 minutes spraying a $3 can of undercoating, right? A friend of mine used to sell cars, he loved getting people to pay $1000 for undercoating and the "paint protection package", a.k.a. "hastily applied coat of Turtle Wax". A big chunk of that went to a nice bonus for him.
Anyway, that looks like normal surface rust to me. Even a pretty new car will often have rust on a lot of the underbody, but it never really goes past the surface. I'd certainly keep an eye on it if I had one of those cars, though.
