What you are asking is about concurrent server connections, in which case, is set to 2. The only thing you can increase is the request per page that IE can make at a time. For example, a page with 100 images. IE will only load 2 images at a time. You can change THAT to 10, 50, 100, whatever, but right click->save as/save target as is concurrent conenctions to the server.
