i don't think the point is how other people perceive someone is being rebellious. it's how the person that is dressing like that perceives themselves. at the time they go though a change where they start dressing "to be different" they're probably going through something in their life that makes them feel they need to rebel. an example could be a teenager going through problems at home such as abusive parents (alcoholism, drugs) it could even be problems with a sibling causing this effect, or even parents going through a divorce.
personally, i've had first hand experience with the example i stated. of course, there are going to be the people that just like the look, and whether or not they admit it, they're just following a trend, and there's really nothing wrong with that in my opinion. whatever floats your boat!
