Vice City easily because of the variety of vehicles.
the choppers, motorbikes and stuff are seriously cool!! and other little things like the radio stations are funnier, and play real cool music, and the changes of clothes...these little things add up to an unbelievable game.
and i think the storyline is pretty slick as well.
