This seems like one of those things that's obvious in hindsight. The number of winning tickets needs to be controlled, which means they can't be random. If they're not random, there has to be an algorithm in control. If there's an algorithm, it's possible to crack it.
The surprising part isn't that there's a crack, it's that it's so simple.
