I never walk into a restaurant having pre-determined that I won't tip. The tip is always available and waiting to be distributed each time, but they do have to go to the trouble of earning it.
I was unaware that waiters only made $2 per hour. However, that seems to me to be even more incentive for them to put out some effort and do a good job.
I don't walk away without tipping when I've gotten good service. I also tip when bad things are happening out of the control of the server, but he/she is doing what they can to minimize it for us. And I don't tip when they don't pay attention to us and don't bring what we ordered.
