Check to see if there are any clinics in her area that operate on a sliding payscale. I was able to find one for my friend where, after reviewing her finances, they charged her about $5/month and asked her to attend group counseling sessions along with regular 1 on 1 mental health check-ups in order to get the depression medications she needed. These kinds of "family care clinics" do not exist everywhere, but it's worth looking into.
