most likely its prescription only due to the long list of side effects if too much is used/it is used too often/it is used in the wrong places.

In short this stuff should absolutely not be used without a doctors instructions. the leaflet says your not supposed to use it on your face or reproductive areas due to the skin being rather thin in these regions. The effects of the ointment however are useful in the case of Phimosis because it makes that rigid band thinner and easier to stretch gently, after the treatment stops. the band of skin (now at a comfortable circumference) will hopefully heal to its proper thickness without contracting.
