Ok - so I've renamed the file extension to .raw and was able to open the with photoshop, but I am still fiddling with getting the right pixel ratio.
The image looks like a fuzzy nightmare, but it's more promising than anything I've tried tonight, so I'll keep fiddling with it.

Got it! Whew!
1) Directly change the file name from .bin to .raw
2) Open the file in Adobe Photoshop.
3) Figure out the height x length pixel ratio for your specific image (mine was 512 x 162)
4) REJOICE!
5) sleep.
I figured out the pixel ratio by taking the automatic pixel ratio that Photoshop guessed (288 x 288), multiplying them, taking that number and finding all of the factors of that number, trying them along the way. It started looking like the image I wanted at 384 x 216, then I continued searching possible factors until I figured out 512 x 162.
There has to be a computer program out there that can do this crap. Oh well - at least it's done!
