Yes, the site is legit. The only requirement (in the states) for becoming an ordaind minister is that an established church recognizes you as such. Universal Life Church is an established church. The person that started it believes that everyone has a little bit of God in them and is therefore qualified to be a minister.
So as long as you play by the rules of that church (promoting freedom of religion and not interfeering with anyone elses rights, and not doing anything illegal) they will recognize you as a minister. Once you get your ordained certificate you need to register with your county clerk.
A friend of mine did this so he could legally marry a couple.
