It is not just an effort thing, men have more sweat glands than women, also women are more able to regulate the amount of water they use. Women start to sweat at a higher temperate that men and they generally use circulatory ways of dealing with heat, such as radiation into the atmosphere, where as a males body uses convection and evaporation, meaning they sweat more to release heat which is then cooled off by the air.

Hanging out with female athletes has shown me that with the same effort a woman will sweat just as much as a guy, if not more. The problem is that in my experience, maybe only 1 in 4 women are as likely to put in the same effort as 2/3 of the guys out there would (a lot of guys don't expend any effort either).
