You might try to see if there are any clubs in your area for web development - some kind of networking club that has meetings. You might try to search out such a club on the net. What kind of other hobbiesw do you have? Do you go to church/temple? Many churches/temples have young peoples' groups. As has been said above - you just need ot get out and meet some people. How about getting a part time job at a computer or other retail store? You can meet co-workers and customers that way.
P.S. I met my wife while I was drunk at a bar! We now have been married for 7 years and are having our second child!
