It may not be just the low-flying plane but the fact that there was also a fighter jet following the plane that was the biggest part of what freaked people out. If i saw that i would be concerned too.
I don't see why they wouldn't announce this little stunt. It's not like the president was on board the aircraft. If he was that would have made some sense on the secrecy-o-meter.
