You are thinking of the Paralympics...for people with physical disabilities. In that regard you are right. Many Paralympics athletes are not allowed to compete in the regular Olympics because they are considered to have an advantage.
The Special Olympics (what the president referenced) is specifically and only for people with mental disabilities (retards).
