I'm at the University of Arkansas, and they pretty well let us do as we please. They only bitch when tons of people get on kazaa.
[edit: On the other hand, whatever we pay for access is no doubt hidden in our housing costs, so I can't comment as to how much it costs me. It could be $50 a month, but I somehow doubt it.]
