I dont believe in grand conspiracy theories... but it wouldnt be a bad thing if it were true.
One world, One order, One Government... a long time ago Thomas Hobbes wrote that the only way to save mankind from itself and from endless war was for all to be equally powerless before the great leviathan, a state so powerful that it would be able to subdue the aggressive nature of humankind.
Nothing in history that has happened since has made me feel Hobbes was any less right.
