If there were ever 7" of snow in Phoenix, people would die. Lots of them. We don't even have the infrastructure to deal with rain--our roads all flood. I've seen snow on the ground exactly one time in 25 years, it melted in 30 minutes, and was probably really just mostly hail anyways.
On the other hand, a couple of weeks of 115° in Michigan would probably have a similar fatality level. I've been in Ohio when it's 100°--the whole city shuts down, and people start dropping like flies.
