As others have pointed out, the answer of who he calls first (or hires) may or may not have anything to do with race. Certainly for some individuals, they might be wary of hiring a D'Andre Jackson because they harbor some prejudice or because they're just straight up racist, but there's no good answer to the question that makes any difference in this conversation.
