Your system is 64 bit. Your VPN software is not.
Progarm Files (x86) is part of a suite of legacy support features in 64 bit Windows (and, more widely, in 64 bit operating systems in general). It is for your old 32 bit x86 software designed to run on plain old x86 software.
You need to make sure you find VPN software that explicitly supports 64 bit versions of Windows.
I have no personal experience with OpenVPN, however a quick scan of their website has revealed that OpenVPN is only able to be run from an account with administrator privileges. If your account does not have admin privileges, this could also be the problem.
