how does that old AmEx commercial go? Ah...the benefits of membership...
EDIT: I just found and enabled an option to "Publish: share this level with other users online". Try it again. I think this allows users who haven't joined to play this level. I know I played a few user levels before I ponied up the $10. Maybe this is how.
