Paranoia and delusions aside, the science is there. I remember a presentation on HAARP and how a great deal of its research just take after work that Nikola Tesla had made at the start of the 20th century.
Also those lights that were video taped- I remember a video when I was in grade school about these lights occurring before earthquakes- directly caused from the intense forces and pressures acting as a large dynamo in the earth. Could this principle be used in the opposite direction: why not? Are we at a technological point to create such things... I don't know, but again I can't see why not. Lets just not let this play out like that god-forsaken terrible film, The Core.
