It might be both, but since there's probably more damage to the car, call your auto carrier. If the winds damaged the hoop and anything else, call your homeowners carrier. They might try to subrogate to each other, but that shouldn't affect you at all.

As a rule of thumb, call the one who insures the damaged item.

And Redjake's right about where the coverage is in your policy.
