DK, no one in the world is totally responsible with any weapon. It's unreasonable to believe that anarchy via armament is a viable solution. Anarchy only works when there is one person; one man with a gun. 2 men with guns is adversarial. 300 million with guns? Think about it.

I won't threadjack beyond this, but If you wanted to start another thread I think a compelling case could be made that MAD was/is an extremely effective deterent to large scale conflict.
