I'm not sure I get this picture. I can think of two possibilities.
One, she has shaving cream under her arm. In which case she's licking shaving cream off the razor.
Two, it's really whipped cream. In which case she's shaving with whipped cream and still putting her tongue on a razor.
Although it looks like she's using a Merkur Safety razor, so she gets points for class.
