sorry, Otto...that is absolutely false, the Presidential pre-war NIEs were not shared with the Intel Committees before the vote on the Iraq resolution. (Bush said clearly on several occasions that sharing WH NIEs are the prerogative of the President and he chose not to share even though he was asking Congress to put American servicemen and women in harms way.)
You also conveniently ignore the fact that the other 400+ members of Congress were asked to vote on the Iraq resolution without having access to even the same intel as the Intelligence Committees....they were given declassified summaries that omitted any questions about Saddam's WMD capabilities, among other critical facts.
