Well one of my less original ideas is a Subaru Robin motor attached to a ginormous alternator, hooked up to amps leading into a big dc motor. That would cost less than $10k. I could install that in to an existing car, so maybe add $7k for a reasonable used car. The rest can be spent on testing and then marketing. I could see it being done for $45k. My other ideas are a bit more expensive, but I don't see it going over $100k. I'm not building a GM Highline type of prototype or anything, which could easily push past a $1m budget.
